Job Title: Lead, Services Coordinator Location: Early Development Network (EDN), Teacher Administration Center (TAC), 3215 Cuming Street, Omaha NE Reports To: Special Education Coordinator Work Schedule/FLSA Status: 261 duty days - 12-month / Exempt Salary Schedule: OSAA Level 2 / commensurate with education and experience Position Purpose: The Lead Services Coordinator is responsible for providing supervision to the services coordinators in the Early Development Network which serves students with disabilities or developmental delays, ages birth through two years old. This person will help plan and present professional development to staff. They will work closely with the services coordinators, and other team members including families as they develop goals and empower parents as they address the concerns and needs of the whole family. Essential Performance Responsibilities:
  • Supervises services coordinators that are a part of the Early Development Network team.
  • Understands the DHHS requirements and Rule 52.
  • Takes on a caseload and performs the duties of a services coordinator as appropriate.
  • Provides training, orientation, and ongoing mentoring to new services coordinators.
  • Administers OPS staff appraisal process to services coordinators with approval from the Special Education Coordinator.
  • Conducts observations and coaching to all services coordinators.
  • Assists in assigning new referrals.
  • Maintains effective communication with staff, families, and community agencies.
  • Monitors and approves all services coordinators absences and cross-checks calendars.
  • Supports the facilitation and training for services coordinators with Age and Disabled Waiver process.
  • Reviews monthly narrative documentation for required components and quality assurance.
  • Approve and finalize monthly billing for services coordinator services.
  • Conduct file reviews for quality assurance related to IFSPs and required paperwork.
  • Provides Routines-Based Interview and Getting Ready Training and coaching to staff.
  • Assists staff in problem-solving with any team, child/family issues that arise.
  • Assists with Child Abuse and Protective Treatment Act (CAPTA) referrals.
  • Plans and facilitates monthly Services Coordinator meetings including organizing, creating agendas and follow-ups.
  • Supports Early Development Network (EDN) team meetings.
  • Assists with Nebraska Department of Education file reviews.
  • Co-chairs the Planning Region Team #19 quarterly meetings, including finding presenters, creating meeting agendas, facilitating the meetings, and follow-up.
  • Co-facilitates the Early Development Network (EDN) program meetings with the EDN Teaching and Learning Consultant.
  • Attends the Metro area Early Childhood meetings
  • Participates in the Early Development Network (EDN) Leadership call with Nebraska Department of Education
  • Creates and delivers professional development opportunities.
  • Assists with transition planning day with the Early Development Network (EDN) Teaching and Learning Consultant.
  • Works with an understanding of a diverse student population and equity.
  • Shows evidence of the willingness and the ability to comply with the standards for ethical and professional performance established by district policy as well as the State Board of Education.
  • Demonstrates a commitment to the mission, vision, and values of the Omaha Public Schools. Additional Duties: Performs other related tasks as assigned by supervisor and other central office administrators as designated by the Superintendent. Knowledge, Skills, and Abilities:
  • A minimum of a bachelor’s degree in a health and/or human services field from an accredited college/university, required. Master’s degree in social work or another related field preferred.
  • Prior supervision experience preferred.
  • 5+ years of experience working with early interventions services for infants and toddlers, required.
  • Experience supporting families and/or providing services in the home setting.
  • Demonstrated knowledge of Microsoft Office software (Word, Excel, and Access) and ability to operate a computer.
  • Must be self-motivated and detail oriented.
  • Demonstrated proficiency in record keeping.
  • Ability to always maintain confidentiality of information and data.
  • Ability to communicate clearly and concisely, both oral and written, ability to communicate well with school personnel, staff, district office staff, families, and community.
  • Ability to show flexibility, establish and maintain effective working relationships as needed by work assignments.
  • Knowledge of the development of infants and young children.
  • Awareness of disabilities and the ability to access medical information.
  • Leadership abilities to facilitate meetings, resolve conflicts and demonstrate listening skills.
  • Strong organizational skills for reviewing/managing narratives and paperwork, meeting deadlines, preparing meetings and professional learning opportunities.
  • Knowledge of Health and Human Services programs, community resource programs and agencies.
  • Ability to build strong staff and family/professional partnerships through regular communication and engagement with impacted individuals.
  • Knowledge and openness to learning about diverse cultures.
  • Ability to adapt to a variety of home environments and provide equitable services without discrimination or judgment.
  • Communicating with families through interpreters.
  • Knowledge of child welfare as it relates to Child Abuse and Protective Treatment Act (CAPTA).
  • Ability to use Microsoft Teams to facilitate meetings with staff, external agencies, and families as appropriate.
  • Ability to assist/support staff and families with accessing information and participating in meetings with various forms of technology.
  • Ability to problem-solve, mediate, and multi-task.

  • Ability to conform to proper standards of professional dress and appearance.
  • Knowledge of ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.
  • A working knowledge of OPS (Omaha Public Schools) policies and procedures, principles, and practices of the organization. Equipment: This position may require the ability to use basic office equipment such as computers, copiers, scanners, and fax machines. Must always comply with OPS’s guidelines for equipment use. Travel: Regular travel in the Metro area will be required. Physical and Mental Demands, Work Hazards:
  • Must be able to respond rapidly in emergency situations.
  • Must have organization, time management, communication, and interpersonal skills.
  • Work in school building and central office environments. Interrelations:
  • Contact personnel within the district and with customers and vendors.
  • Will be working under the direct supervision of the department supervisor in order to complete day to day tasks.
  • Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy.
  • Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues.
